Grupo CEAS prepared the draft proposition for the Implementing regulations to the Organic Law of Telecommunications, today as well incorporated in the Ecuadorian legal system. These regulations apply to all activities within the scope of this law, —including the creation, installation and operation of networks, the use and exploitation of the radioelectric spectrum, telecommunications services— and to all individuals or legal entities carrying out such activities in order to ensure compliance with the rights and obligations of both the service providers and the end users.
