Ab. Carlos G. Baldeón Barriga

Lawyer with ten years of experience, graduated from Pontificia Universidad Católica del Ecuador; Master’s degree in Constitutional Law from Universidad de Castilla - La Mancha (Spain); Master’s degree in Law, major in Public Procurement and State Modernization from Universidad Andina Simón Bolívar, Ecuador; completion of PhD Law studies at Universidad de Castilla - La Mancha (Spain).

Extensive professional practice in consulting, legal advisory services, legal training; currently legal advisor to some of the major vendor companies in Ecuador, Peru and Spain. Provided his support and expertise to several important public and private projects, from conception to completion, mainly related to infrastructure, technology, R&D, medical supplies, and strategic sectors. As supporting counselor, he participated in the incorporation of some 100 consortiums, business associations, joint ventures, temporary partnerships and similar, ensuring the adoption of the appropriate legal framework for all the projects to be carried out.

He was also part of the consulting team hired for the drafting of new legislations: Organic Law of the Public Procurement National System, Organic Law on State Companies, and their respective implementing regulations. He is a lecturer at the graduate programs offered by the Universidad Andina Simón Bolívar and Universidad Central del Ecuador, and a guest speaker often invited at the most important academic, professional and business discussion forums, not only in Ecuador but also in other countries in the Americas and in Europe. He is a member of the organizing team in charge of the Euro-American Congress on Public Procurement and Private-Public Partnerships, with headquarters in Europe. He has an in-depth knowledge of the scope and environment surrounding public affairs, since he worked as Legal Advisor to the General Manager of the EMAAP-Q (Empresa Metropolitana de Alcantarillado y Agua Potable de Quito), and also as consultor specialized in Public Procurement at the Specialized Execution Unit for the National Public Safety Plan. He provided his legal services for some time to the Central Bank of Ecuador (Banco Central del Ecuador), at the Procurement Department.
